Industry Workgroups

Our industry workgroups are managed on a volunteer basis by members of our Management Committee. These members actively engage with high-ranking officials at municipal and regional government levels to create awareness and collectively address the challenges that impede the industry, as well as explore opportunities that encourage economic growth and job creation. Should you wish to volunteer your expertise on any of our workgorups, please contact the relevant workgroup convenor below. It is important to note that our focus is to be the collective voice of the industry in the Western Cape and we therefore address challenges and opportunities on that basis, rather than on an individual one. Should you wish to bring a particular challenge or opportunity to our attention, please email admin@wcpdf.org.za. Once we pick up a common trend among the industry, we will take collective action.

WCPDF COMMENTS ON THE CITY OF CAPE TOWN CENTRAL BUSINESS DISTRICT  (CBD) LOCAL SPATIAL DEVELOPMENT FRAMEWORK (LSDF): The WCPDF delivered comment on this proposed framework in May 2025. The full submission can be found here.

WCPDF COMMENTS ON THE CITY OF CAPE TOWN DRAFT BUDGET, MAY 2025: The WCPDF has delivered comment on the proposed City of Cape Town Budget, for the period 2025-28. The full submission can be found here.

WCPDF COMMENTS ON THE AMENDMENTS TO THE CITY OF CAPE TOWN MUNICIPAL PLANNING BY-LAW – 23 SEPTEMBER 2024: The WCPDF delivered comment on the City of Cape Town’s Proposed Amendments to the Municipal Planning By-law. The WCPDF’s submission can be found here.

NATIONAL INFRASTRUCTURE PLAN (NIP) 2050 PHASE 2: The WCPDF delivered comment on this plan to the National Department of Public Works and Infrastructure on 8 December 2022. The WCPDF’s submission can be found here.

WCPDF COMMENT ON REVIEW OF THE CITY OF CAPE TOWN’S DISTRICT SPATIAL DEVELOPMENT FRAMEWORKS AND ENVIRONMENTAL MANAGEMENT FRAMEWORKS: This document was submitted to the City of Cape Town on 30 August 2022, on behalf of WCPDF members. The full WCPDF submission can be read here.

DRAFT WATER SERVICES DEVELOPMENT PLAN 2022-2027: On behalf of its members, the WCPDF has submitted comment to the City of Cape Town on this draft on 26 November 2021. The WCPDF’s submission can be read here.

DRAFT WESTERN CAPE INCLUSIONARY HOUSING POLICY FRAMEWORK: The WCPDF has submitted comment on the Western Cape Government’s draft policy on Inclusionary Housing, which was due on 13 July 2021. The comments reflect many years of the WCPDF having been involved with and even facilitated discussions on this topic between various private and public sector roleplayers. DRAFT EXPROPRIATION BILL: The WCPDF has submitted collective comment on this Bill on behalf of the Western Cape property development and construction industry. The WCPDF’s submission, which was due on 28 February 2021, can be read here.

DRAFT PUBLIC PROCUREMENT BILL: Public comment on this draft bill was originally due on 31 March 2020 but, due to Covid-19, this was extended until 30 June 2020. On behalf of its members, the WCPDF submitted comment which can be read here.

DRAFT MUNICIPAL FISCAL POWERS AND FUNCTIONS BILL 2019: Public comment on this bill was due on 31 March. On behalf of its members, the WCPDF submitted comment which can be read here.

AMENDMENTS TO CITY OF CAPE TOWN MUNICIPAL PLANNING BYLAW: Please note that amendments to this bylaw, as promulgated in the Provincial Gazette of 6 December 2019 came into force on Monday 3 February 2020.

DRAFT DEVELOPMENT CHARGES POLICY FOR ENGINEERING SERVICES, CITY OF CAPE TOWN: In line with the call for public comment on the draft policy, due by 31 October 2019, the WCPDF submitted comment on behalf of its members, which can be read here.

NEW HOUSING CONSUMER PROTECTION BILL 2019: The Minister for Human Settlements, Water and Sanitation published the draft of this bill in the Government Gazette of 30 August 2019. To see the comment submitted by the WCPDF on behalf of its members, please click here.

REVIEW OF REGULATORY, COMPLIANCE AND REPORTING BURDENS IMPOSED ON LOCAL GOVERNMENT BY LEGISLATION: Known as Project 146, Issue Paper 37, the WCPDF produced a submission on this matter on 31 July 2019 to the South African Law Reform Commission, highlighting that the burdens referred to were major contributing factors to the severe pressure under which the property and construction industries found themselves.
